Greeley Appoints Raymond C. Lee III for City Manager

Raymond Lee emerged as one of three finalists following the council’s months-long national search for the leader who presides as the city’s chief executive. He was selected sole finalist and entered negotiations for the position in late November 2021.
“Raymond’s ability to lead was apparent during his time as interim city manager,” said Mayor John Gates. “He stepped in and adapted to the interim leadership role with poise. He took the reins of the city and proactively executed leadership decisions to guide executive leadership and the city’s workforce.

“Raymond was instrumental in recognizing areas of opportunity to bring subject matter professionals into some interim roles to propel Greeley’s operations forward. His commitment and vision in the interim role demonstrated sound leadership. He never approached his position as though it was a temporary assignment, rather he’s given 100% to Greeley.”

Beginning Aug. 16, Lee stepped in as interim city manager following the departure of Roy Otto, who held the position for 16 years. He helped ensure a smooth transition and brought leadership stability while the search progressed.

“I’m honored to be named city manager and serve the residents of Greeley,” Lee said. “The city is on a positive trajectory, and we will stay the course to ensure community vibrancy. I’m committed to establishing a strategic direction that will focus on strengthening Greeley’s community vitality; sustainable mobility and infrastructure; public safety; and quality of life while building a high-performing municipal government.”

Before becoming the city’s deputy city manager, Lee held leadership positions in Dallas and Amarillo, Texas. A national search for the role he leaves as Greeley’s deputy city manager will begin in the coming weeks.
